How schemes are funded

Institutional capital builds the homes. The council does not fund them.

Every Civic Place scheme is funded without council capital, borrowing or guarantees. Institutional investment finances delivery, a Registered Provider takes on the homes at completion, and Homes England grant can support deeper affordability where it fits.

the funding stack

Four parties, each with a clear role

  • Civic Place’s institutional funding partner finances each scheme from planning through to practical completion.
  • At completion, a Registered Provider takes on the homes and owns, lets and manages them for the long term. Where a scheme is eligible, the Registered Provider can bid for Homes England grant to support social rent.
  • The council provides the land and nominates the tenants. It is not a party to the funding, and no council capital, borrowing or guarantees are required.

Homes England grant

A ten-year national programme supporting social rent

The government is investing £39bn in social and affordable housing from 2026 to 2036, with at least £27bn delivered through Homes England’s Social and Affordable Homes Programme. Registered Providers can bid scheme by scheme or through long-term strategic partnerships, and must be able to deliver at least 60% of homes for social rent.

Where a Civic Place scheme is eligible, grant can help the Registered Provider offer lower rents, increasing the number of homes let at social rent.

Grant is applied for by the Registered Provider and is subject to Homes England’s eligibility rules. It is not guaranteed.

Why institutional capital

Stable returns

Risk with the investor

Stable returns

Institutional investors such as pension funds seek secure income over decades, which matches the long life of affordable housing.

Scale

Risk with the investor

Stable returns

One funding route can support a programme of sites across a council’s estate, not just a single scheme.

Risk with the investor

Risk with the investor

Risk with the investor

Development and finance risk sits with Civic Place and its funding partner, not on the council’s balance sheet.

What this means for the council

No capital, no borrowing, no guarantees

  • No council capital is required at any stage
  • No borrowing and no guarantees from the council
  • No exposure to construction costs or overruns
  • The council keeps the freehold and receives 20% of the scheme surplus
