A Planning Approach That Removes Risk for Councils

Civic Place delivers a fully managed, low-risk planning process designed to secure consent efficiently and align with local housing objectives. Working alongside our specialist planning consortium partner Fuller Long, as well as other technical advisers, we ensure every scheme is robust, policy-compliant, and ready for delivery with all planning risk taken by Civic Place.

We frontload engagement to create a smooth, predictable journey through the planning system.

  • Direct engagement with planning officers
  • Pre-application and Planning agreement meetings
  • Collaboration with housing, regeneration, and sustainability teams
  • Councillor and stakeholder briefings (where appropriate)

This ensures the scheme is shaped around local priorities from day one.


Comprehensive Planning Documentation

Civic Place funds and prepares all required planning reports and assessments, including:

  • Flood risk & SuDS strategy
  • Daylight & sunlight assessments
  • Noise & air quality reports
  • Sustainability & energy strategy
  • Ecology & biodiversity assessments
  • Townscape, massing, and design justification

All documentation is coordinated by Civic Place to create a complete, policy-aligned submission.


Planning Application Process

Our structured process reduces delays and provides council teams with full visibility:

  1. Feasibility  & concept design: 6–10 weeks
  2. Pre-application engagement: 8–12 weeks
  3. Submission of full planning application
  4. Determination period: typically 12–16 weeks

We ensure alignment with:

  • Local Plan
  • National Planning Policy Framework (NPPF)
  • Building Regulations
  • London Plan (where relevant)


Civic Place Takes Full Planning Risk

A key part of our model is that Civic Place absorbs 100% of planning risk.
This means:

  • All planning costs are funded by Civic Place
  • If planning is not obtained, the council pays nothing
  • No General Fund exposure at any stage
  • Civic Place manages all planning challenges, revisions, and risks

This protects councils from uncertainty and removes the most complex part of bringing new homes forward.
